I just read about the intreging concept of Swicki's. These are basically a search engine - but personalised by a user community.

By providing an initial list of well-ranked (i.e., relevant & valued) sites when creating a swicki, one can then search this knowledge-base to get accurate results.

We've migrated the old static web site to a modern flexible web portal solution, DotNetNuke, that provides incredible flexibility, easily created skins, a wide array of modules, sophisticated performance, and perhaps most importantly allows non-technical people to easily edit pages.
